So, like many of us here, I want yuri cuddles. So I went to social media (including discord) to look for instances of “humans” cuddling to try to study them, maybe the info would help me, a human, get cuddles.
Unfortunately, most lesbian humans who cuddle do not record their cuddling to post on social media, with a notable exception being kigu cosplayers and drawings of humanoids.
As a girl who really want yuri cuddles and has some very biased information about them, now I want to be a furry or an anime girl because, according to social media (biased!!) those people are the kind of people who cuddle.
This year I finally got a furry kigu mask. I tried to use it the way I saw online. I failed. I’m such a girlfailure.

I recently got into vrchat and that honestly seems like a decent way to get virtual cuddles at least. Lots of furry transbians, people who will head pat and face pat you, and groups of people who just cuddle. I got adopted by a group of furries that are pretty cuddly and it’s pretty great tbh.

To actually answer the first question:
No.
But that’s because I’m a trans inclusive bi cismale.
So… I don’t qualify as being capable of any kind of lesbian activity, other than I guess participating in a group scenario that involves it.
I have recieved “cuddles” from … a fair number of different kinds of people, in a variety of scenarios, though.
I guess if you are a catgirl, that would make me roughly a sheep dog?

As to the second question:
Find a location or orchestrate a rendezvous/gathering that contains people who mutually consent to cuddling.
When I was a kid, I had a number of female friends, not girlfriends, just platonic female friends.
I’d get invited to their ‘sleepovers’, which were usually watch parties for Buffy or Firefly or Venture Bros or something like that. These would often involve non sexualized cuddling, cuddle puddles is I think what we called them.
When I went to PAX and Anime cons / expos, they often just had ‘glomp’ circles, basically a circle of people who … someone or some game like system directs two random members of the circle to kind of lightly jog toward each other, the center of the circle, hug for about 5 seconds, and then retreat and resume their position in the circle.
… these were definitely niche and weird (meaning uncommon) social practices, but they did allow people who were otherwise pretty socially awkward to just actually have some kind of safe physical touch, though this does rely on some kind of effective self policing or observer to make sure nobody is getting into sexual assault territory.
Beyond that… spin the bottle, truth or dare, never have i ever. Have an actual party with real people irl, design a kind of game with clear rules, that has a potential outcome some kind of physical contact.
You don’t actually strictly even need alcohol, though a moderate amount of it does usually help break down the inhibitions of particularly shy people.
Waaaay back in the past, you had dance halls. You can laugh at a bunch country boys and gals doing a square dance routine, but they are actually getting to meet and touch people.
TLDR: You have to actually organize or attend these kinds of events or scenarios, somehow.
If you wanna start online… maybe try to find some kind of actually physically localized, online community?
Maybe go try and find an actual TTRPG play area?
… some kind of store for something like that…, lots of us weirder kinds of people tend to… actually physically exist in spaces like that.
